Dr. Kuotsai Tom Liou        

Dr. Kuotsai Tom Liou is a Professor of Public Administration at the University of Central Florida.  Dr. Liou received his master and doctor degrees of public administration from the University of Oklahoma.

Dr. Liou teaches courses in Public Organization Management, Public Program Evaluation, and Local Economic Development.  His research areas include government reform, public organization management, policy and managerial issues in China and Taiwan.  He has published 6 books and over 60 referred articles and book chapters.  Dr. Liou has served as the Department Chair, Director of the Ph.D. program and the MPA program. 

Dr. Liou is a Fellow of the National Academy of Public Administration (NAPA) and Past President of the America Society for Public Administration (ASPA, 2012-13).
